I want to ask about paying Zakat only once a year. In the case of a person that was supposed to pay zakat but did not for two consecutive years.

He then repented and wants to pay his accrued zakat of the past years. Is it permissible for such person to pay zakat for the past years or that’s a bygone?

I have read some other thoughts on zakat that are interesting,
that it should be submitted to an authorised collector,
paid in gold or silver rather than fulus (or paper money) although this is an opinion
and distributed locally

Suggesting that local mosques should collect and distribute to the local poor, with only sadaqa being sent abroad.

Thoughts?
